EICR Certificates: What Every Cheshire Landlord Must Know

Since June 2020, landlords in England have been legally required to obtain an Electrical Installation Condition Report (EICR) for all new tenancies — and since April 2021, for all existing tenancies too. If you're a landlord in Cheshire and you're not up to date, you could face fines of up to £30,000 and be unable to legally rent your property.

What is an EICR?

An Electrical Installation Condition Report is a formal document produced by a qualified electrician after a thorough inspection of your property's entire electrical installation — wiring, sockets, switches, consumer unit, and all fixed electrical equipment. The report grades any issues it finds as C1 (danger), C2 (potential danger), or C3 (improvement recommended). A property receives a "Satisfactory" or "Unsatisfactory" outcome.

What Are Your Legal Obligations as a Landlord?

  • Obtain an EICR from a qualified electrician at least every 5 years (or at every change of tenancy if sooner)
  • Provide a copy of the EICR to existing tenants within 28 days of the inspection
  • Provide a copy to new tenants before they move in
  • Provide a copy to your local authority on request within 7 days
  • Carry out any remedial work noted as C1 or C2 within 28 days (or sooner if specified)

What Does an EICR Inspection Involve?

The inspection typically takes 3–4 hours for a standard 3-bed property. The electrician will check the consumer unit, test every circuit, inspect wiring condition and earthing, look for signs of damage or overheating, and confirm the installation complies with BS 7671 (the current UK wiring standard). The property does need to be vacated or have minimal occupancy during testing.
